I think it's not as related as it seems.
DESKTOP, especially if ti contains information about the vfs system, is 
information about the system the application runs on, while UI_GUIDELINES is 
information about the system the application is displayed on.

So perhaps the UI thing sould better be something that could be queried from 
the X server.
