pkgconfig patch: overhaul pkg.m4

Havoc asked me to post patches to pkgconfig here for a week's discussion
before applying them, so here goes...

This one overhauls the pkg.m4 file a bit:

 * Developers can call PKG_PROG_PKG_CONFIG if they want to use
   pkg-config directly.

 * When cross-compiling with --host=${foo}, ${foo}-pkg-config is used if
   it is in the PATH before falling back on pkg-config.  Makes things a
   little easier for regular cross-compilers.

 * Users may set ${foo}_CFLAGS and ${foo}_LIBS if they think they know
   the answer better than pkg-config, if both are supplied pkg-config
   isn't called to get them.

 * ${foo}_CFLAGS and ${foo}_LIBS are cached when a config.cache is being
   used, and automatically substituted where appropriate.  This makes
   repeated runs somewhat faster.
