RFE: xdm should provide a way to select the session locale at startup (similar
how CDE's "dtlogin" does that job)

xdm is rather minimal.  I recomend you use kdm, gdm, or lightdm which probably 
support that functionality.  Additionally, you can set it in your ~/.Xsession 
yourself.  If you want xdm to expose this to users, I'd be willing to merge a 
reviewed patch.  Due to the age of the bug, closing as NTBF.
